Why only Android can cover another app
Android will not let any application draw over a different one without a specific permission, and no other platform here exposes the capability at all — a browser tab cannot do it on any operating system. So if a screen has to interrupt a news channel somebody else is running, it needs the Android player and that one permission. It is granted once per screen, and the panel then watches it for you.
